In NetUBIEP we developed a set of learning materials which explains and describes the relation between BIM and NZEB construction. Because the pending regulation NTA 8800 in the Netherlands (not yet approved by the government) which describes the conditions for NZEB buildings, there is interest by the educators for the learning materials. However, the NTA 8800 is not yet finished, so the educators are a bit cautious. The discussions, test training with these educators made it possible to build a network of educators. To strengthen each other and to address a broad approach, each educator add their own flavour to the learning material.
The NetUBIEP project made it possible to build a network of educators who will make use of the learning materials. The educators will add their own "flavour" to the learning materials to present a unique set of learning materials.

At first we were trying to educate the professionals ourselves. However the impact of this is too small. Therefore we partnered with educators to disseminate the learning material. These educators make use of the same qualification structure and learning materials. The educators/BIM coaches have also a deep relationship with construction companies. Also most BIM coaches are already working in these construction companies. Educators and BIM coaches don't have objective learning material, or have little knowledge to connect BIM competences with training material. That is the moment where we step in. We provide the necessary materials with the right quality, provide opportunities as an intermediate between construction companies and trainers, Also we play a role in the location and the discussion between the BIM educators/BIM coaches. So instead of developing and educating people ourselves, we do now partner with educators and BIM coaches: We provide and maintain learning materials and qualification structure, the BIM educators/coaches train professionals.
To obtain the best results for using the learning materials there is a network of educators necessary. We succesfully united BIM educators and BIM coaches which will use the BIM/NZEB learning materials.

As part of the new vision by the Estonian Ministry of Economic Affairs and Communication, the communication between the regulatory agencies and sector stakeholders, permitting processes, and inspection should be supported by digital means. One of these includes the 3D Digital Twin of all the information submitted for different permitting processes and making it accessible for public and private purposes.

General education in transforming construction through digitalization
How to share information through the internet.
e-ehituse (construction) platform was established by the Estonian Ministry of Economic Affairs and Communication to increase the general awareness of governmental initiatives. The overall aim of the ministry is to increase the productivity of the construction industry three-fold by 2030. One enabler for achieving this is the digitalization of construction processes. The target group involves all Estonians interested generally in construction and people working in the AEC industry. On e-ehituse platform, guests can find case studies, research reports, news related to the sector and digitalization initiatives.
